Qualification Description
This qualification reflects the role of individuals working as skilled operators in civil construction, who apply a broad range of skills in varied work contexts, using some discretion and judgement and relevant theoretical knowledge. The individual may provide theoretical advice and support a team.
The qualification applies to specialist occupations in bituminous surfacing, bridge construction and maintenance, pipe laying, road construction and maintenance, road marking, tunnel construction, timber bridge construction and maintenance, traffic management and general civil construction occupations.

Packaging Rules
The following provides the packaging rules for this qualification, followed by the list of relevant units of competency.

pecialisations
The qualification has core and elective units of competency that cover the skills for the following eight (8) specialist and one (1) general civil construction specialisations:
Specialisation 1 – Bituminous Surfacing
Specialisation 2 – Bridge Construction and Maintenance
Specialisation 3 – Pipe Laying
Specialisation 4 – Road Construction and Maintenance
Specialisation 5 – Road Marking
Specialisation 6 – Tunnel Construction
Specialisation 7 – Timber Bridge Construction and Maintenance
Specialisation 8 – Traffic Management
Specialisation 9 – Civil Construction General
The core and elective unit requirements of one (1) specialisation must be met for this qualification to be awarded.
All elective units selected for this qualification must reflect current occupational and learning outcomes of this AQF qualification level.
The elective bank contains both licensed and non-licensed units of competency relating to high risk work in the resources and infrastructure industry. To be appointed under any statutory requirements in related roles, units of competency should be selected to meet the state/territory licensing requirements.
There are prerequisites to imported units listed in this qualification. Where a unit is imported as an elective care must be taken to ensure that all prerequisites specified are complied with.
To be awarded the Certificate III in Civil Construction (Bituminous Surfacing) the following packaging rules apply:
Total number of units = 25
8 core units plus
17 elective units, of which:

at least four (4) must be chosen from the electives in Group A and/or Group B
up to nine (9) may be chosen from the electives in Group C
up to four (4) may be chosen from the electives listed below, elsewhere within this training package, or from another endorsed training package, or from an accredited course.

To be awarded the Certificate III in Civil Construction (Bridge Construction and Maintenance) the following packaging rules apply:
Total number of units = 26
8 core units plus
18 elective units, of which:

eight (8) must be chosen from Group D
at least two (2) must be chosen from Group E
at least three (3) must be chosen from Group F
up to four (4) may be chosen from the electives listed below, elsewhere within this training package, or from another endorsed training package, or from an accredited course.

To be awarded the Certificate III in Civil Construction (Pipe Laying) the following packaging rules apply:
Total number of units = 26
8 core units plus
18 elective units, of which:

ten (10) must be chosen from Group G
at least one (1) must be chosen from Group H
at least three (3) must be chosen from Group I
up to three (3) may be chosen from the electives below, elsewhere within this training package, or from another endorsed training package, or from an accredited course.

To be awarded the Certificate III in Civil Construction (Road Construction and Maintenance) the following packaging rules apply:
Total number of units = 26
8 core units plus
18 elective units, of which:

nine (9) must be chosen from Group J
at least two (2) must be chosen from Group K
at least two (2) must be chosen from Group L
up to four (4) may be chosen from the electives below, elsewhere within this training package, or from another endorsed training package, or from an accredited course
at least five (5) of the eighteen (18) elective units chosen must be road construction and maintenance (RIICRC) units.

To be awarded the Certificate III in Civil Construction (Road Marking) the following packaging rules apply:
Total number of units = 23
8 core units plus
15 elective units, of which:

four (4) must be chosen from Group M
at least one (1) must be chosen from Group N
at least six (6) must be chosen from Group O
up to three (3) may be chosen from the electives listed below, elsewhere within this training package, or from another endorsed training package, or from an accredited course
at least seven (7) of the fifteen (15) elective units chosen must be road marking (RIICRM) units.

To be awarded the Certificate III in Civil Construction (Tunnel Construction) the following packaging rules apply:
Total number of units = 26
8 core units plus
18 elective units, of which:

at least five (5) must be chosen from Group P
at least six (6) must be chosen from Group Q
at least two (2) must be chosen from Group R
up to four (4) may be chosen from the electives listed below, elsewhere within this training package, or from another endorsed training package, or from an accredited course
at least two (2) of the eighteen (18) elective units chosen must be tunnel construction (RIICTC) units.

To be awarded the Certificate III in Civil Construction (Timber Bridge Construction and Maintenance) the following packaging rules apply:
Total number of units = 29
8 core units plus
21 elective units, of which:

twelve (12) must be chosen from Group S
at least two (2) must be chosen from Group T
at least two (2) must be chosen from Group U
up to four (4) may be chosen from the electives listed below, elsewhere within this training package, or from another endorsed training package, or from an accredited course.

To be awarded the Certificate III in Civil Construction (Traffic Management) the following packaging rules apply:
Total number of units = 25
8 core units plus
17 elective units, of which:

eight (8) must be chosen from Group V
at least four (4) must be chosen from Group W
at least three (3) must be chosen from Group X
up to two (2) may be chosen from the electives listed below, elsewhere within this training package, or from another endorsed training package, or from an accredited course.
